For a manufacturer, the risk in Iraq is rarely the equipment. It is payment, logistics, documentation and what happens after delivery.

How Iraqi industrial procurement generally operates

The largest volume of industrial procurement flows through state-owned companies under the relevant ministries, notably in oil, refining, electricity and heavy industry, via public tenders, direct invitations to registered vendors and framework contracts. A significant and growing private sector operates alongside, particularly in construction materials, food processing and services to the oil sector.

Vendor registration and prequalification

Most state companies maintain approved-vendor lists. Registration typically requires corporate documents, financial statements, reference lists, quality certificates and, in many cases, a local presence or authorised local representative. Prequalification is product- and discipline-specific and must be maintained, not obtained once.

Tender monitoring and technical submittals

Tenders are announced through official portals, ministry publications and direct invitation. Response windows are often short. Submittals demand precise technical compliance statements, deviation lists and complete documentation; incomplete files are routinely rejected without discussion.

Bonds, guarantees and payment instruments

Bid bonds and performance bonds issued through acceptable banks are standard. Payment is commonly structured through letters of credit or milestone payments, with cycles that differ substantially from European practice. Structuring the commercial chain correctly at the start determines whether a project is bankable.

Importation, customs and logistics

Import licensing, conformity documentation, customs valuation and inland transport each carry their own requirements. Delays are most often documentary, not physical. Experienced in-country clearance handling is the difference between weeks and months.

Site access, installation and warranty support

Operators expect suppliers to install, commission and support what they deliver. Site access requires security coordination and local supervision capability. A manufacturer whose equipment stands idle for want of a commissioning engineer loses far more than one contract, which is why local execution capability matters more in Iraq than in almost any comparable market.
